He was born in Bhopal. He was born on August 19, 1918. After completing his primary education from his hometown Bhopal, he went to different cities to study. Along with English literature, he also studied Hindi and Sanskrit. Apart from this, he also earned the degree of LLM in Law. Later, he went to Cambridge University, from where he did his PhD.
Dr. Sharma started his career in academia, serving as Professor of Law at Bhopal University, before venturing into politics.
His electoral politics began in 1952, when he assumed the charge of the first Chief Minister of the then Bhopal State. Later he again became the governor of many states. In 1987, he was elected the eighth Vice President of India. After this, from 1992 to 1997 he served as the Head of State of India.
Sharma died of a heart attack on 26 December 1999 at the Escorts Heart Institute, Delhi. His Samadhi is in Karmabhoomi, Delhi.
